The first part of this paper presents the Executive Summary. It provides an overview of what the Framework is, why it is needed and how it has been designed. The second part then provides an Illustrative Case Study of how the Framework can be used in practise. Both sections are included as part of the Main Report, which also provides a more detailed insight into the context, structure and content of the framework. The concepts underpinning analysis of Adequacy, Sustainability and Fairness, provided in three supporting papers, are examined in greater depth, along with their proposed content indicators.
